Immokalee High School Principal allows adult men to enroll 
in co-ed school & win state soccer games

Immokalee High School Principal Manny Touron admitted he knew about a 23-year-old student in October, seven months before the student was removed from school for being too old.

In an e-mail to Eric Williams, the assistant superintendent for secondary schools, Touron said he was informed of the first incident in October when Cpl. Josh Pence, the youth resource officer at Immokalee High School, found that a 23-year-old man posing as a student was accused of harassing a student.

The victim, 19-year-old David Boyer, told Pence he was being harassed by a student who was 24. When Pence approached the student, “(he) was slow to admit his true age,” according to reports.

In his report, Pence said he ran the man’s name through the state system and found he was 23 years old.

According to the report, Pence “informed Mr. Manny Touron, principal of Immokalee High School that (the man) had a Florida driver’s license that listed him as 23 years of age. Also, I informed the school administration that there could be several students who are not using their true date of birth.”

Touron wrote in the e-mail, dated May 5, that he had been given the information from Pence and was told by Pence to do whatever he thought was right.

“This was (name blacked out by district) senior year and he worked hard to get where he was. I have known (name blacked out) as he was a former soccer player of mine and couldn’t play this year due to age ineligibility according to his records on terms. I decided to keep him until the end of the year so he could graduate and become a productive citizen. Maybe this was a poor choice on my part,” he wrote.

School Board members and Superintendent Ray Baker stood by Touron on Thursday.

“I support Manny Touron. He is a marvelous principal and has done so much for those kids,” said board member Pat Carroll. “He made one bad decision.” Baker said firing Touron would be extreme.

Touron said he's not going to apologize for using overage athletes. He said that would be the same as admitting guilt. "As far as an apology — if I had knowledge as those folks are saying in the newspaper that these young people were that age and I somehow concealed that then I got caught — then I would certainly apologize to every coach and every player that Immokalee High School ever played in soccer," Touron said. "To make an apology is to concede that I knew about this stuff."

 

Two more athletes at Immokalee are over-age

— Blandel Jean sounded prophetic. The 30-year-old — one of three over-age men discovered participating on Immokalee High athletic teams — didn’t want to be singled out.

“I’m not the only one,” Jean said Thursday. “There are others who shouldn’t be in high school and others who are too old to play sports.”

Jean said this before he heard the news that Indian teammates Clotaire Joseph and Fredo Selbonne were both over-age. Joseph and Selbonne are the fourth and fifth players from the Immokalee soccer team to violate the Florida High School Athletic Association rule prohibiting anyone over the age of 19 years and 9 months to participate in athletics.

Joseph was born March 15, 1985, according to a public records search, and would have been ineligible to play on the soccer team the past two seasons. Selbonne, listed as a junior midfielder, was born February 1986, according to public records, making him ineligible for the 2005-06 season.

Linda Abbott, a Collier County School Board member, fears this will not be the last over-age athlete uncovered. Abbott worries this recent rash of incidents isn’t isolated to Immokalee. Jean said he thinks there are other over-age athletes at other Collier County schools.

“They are probably everywhere,” Abbott said of the over-age students. “It’s crazy.”

Collier School District hands down reprimand for principal’s ‘serious mistake’ By Katherine Lewis - Thursday, June 15, 2006

Because of the violations, Williams has recommended:

-- That the letter be considered an official reprimand to be placed in Touron’s personnel file.

-- That Touron be placed on an annual contract, rather than a multiyear contract. Collier County school principals are typically placed on two-year contracts with the district, Williams said.

-- That Touron not receive any merit or cost-of-living increase for the 2006-07 school year. Touron earned $107,253 during the 2005-06 school year, according to documents obtained by the Daily News.

-- That a copy of the letter of reprimand be sent to the Professional Practices Services section of the Florida Department of Education for violation of the Principles of Professional Conduct and the Code of Ethics of the Education Profession.

-- That Touron’s 2005-06 performance appraisal will reflect the concerns Williams expressed in the letter.

-- That, as long as Touron is an administrator with the Collier County School District, he not be allowed to serve as coach, assistant coach or in any paid or volunteer position for a Collier County public schools team playing a sport recognized by the FHSAA.
